"ISA Server Cannot Load the Property Page"

Status: offline 		I have ISA 2004 SE with SP2 running on Windows 2003

Publishing Exchange 2003 using Server Publishing Rule

Whenever I try to Look into "Interfaces" under "Traffic" "Exchange RPC Server" properties I get:
"ISA Server Cannot Load the Property Page"
error number 0x80070002
The system cannot find the file specified.

Can someone tell me whats wrong?
