I'm getting an error about permissions when I try to Apply some settings:
ISA Server cannot load the property page. You do not have the necessary permissions to perform this action.
I've tried using remote MMC console with a user that should have full admin access and then directly on the server running ISA 2004 with a login which is a member of the Administrators group. This is happening when I try to add in a basic New Access Rule which I have been doing all day.
I would say that I have not changed anything which would cause this although that would seem untrue! In other words, I do not know what has changed at all.
Any tips? Thanks in advance.

Yes, recently upgraded to SP1, everything appeared to go as expected insluding the ISA 2004 upgrade.

Using the ISA2004 MMC GUI, right-click on the name of your ISA2004 server and choose "Administration Delegation", you'll see a wizard screen, click NEXT. Now you will see the user and groups that have administrative priveleges on the ISA server. Mine has the Domain\Administrator account and Builtin\Administrators localgroup present. What does yours have?

It is little known in the SBS world, that the ISA management has it's own administration delegation capabilities. Very cool feature and it is tripping up some folks that don't use the administrator account for server maintenance.

I encountered the same problem after upgrading SBS 2003 Premium to SP1. Apparently ISA 2004 upgrade procedure for SBS incorrectly assigns permissions in SQL instance MSFW.
I manually added Administrator account as System Administrator with public and db_owner access on all databases in MSFW instance (basically copied the same permissions as BUILTIN\Administrators group allready has).
BTW, Administrator was correctly assigned as ISA Server Full Administrator, the only problem was in the configuration database.
This solved the problem for me.

Hi Amy!
After upgrade I had problems updating ANY configuration in ISA 2004 MMC console.
Selecting configuration changes through console worked fine, the problem was when i tried to Apply changes (error: ISA Server cannot load the property page. You do not have the necessary permissions to perform this action.)
I suspected that the problem was in the permissions set in MSFW MSDE instance. I checked the permissions with SQL Server Enterprise Manager and they seemed fine (BUILTIN\Administrators was defined in Security\Logins; server role: System administrator; public and db_owner Database access on all databases in MSFW instance).
Maybe the problem is that instead of BUILTIN\Administrators the permissions should be set for DOMAINNAME\Administrators.
So basically: what I did was I created new login in SQL Server Enterprise Manager - MSFW instance - Security\Logins, chose DOMAINNAME\Administrator (DOMAINNAME\Administrators should work too) and set the exact same server roles and database access permissions that were defined for BUILTIN\Administrators.

I am having the same problem. However, I get page cannot not load property page when I start the ISA MMC. It then loads and my server is not there or any properties. It just keeps telling "cannot load property page". Any ideas?
