I posted an topic earlier and I didn't put any info with it. I added 5 IP's to my external interface. That gives me 6 External and 1 internal. After that I got these errors:

Failed to create the Internet Protocol (IP) packet filter. For more information about this event, see ISA Server Help.

AND

Server publishing rule [dns.2 zone transfer] that maps 10.1.1.X:53 TCP to 216.231.XX.X:53 for protocol [DNS Zone Transfer Server] failed because the port on the external interface is being used by another application. The Firewall service failed to bind socket for the server on the firewall since another process is using the same port. Check for any other process using the same port and terminate if necessary.

Has anyone seen this before. My next step is to re-install ISA.

I have DNS, Backup exec 8.5, DHCP and that's all. We had Timbuktu but I had them remove it.

I found the problem. I believe it was DNS. I read an obscure news article about DNS and ISA competing for ports. Once I removed DNS all my grey clouds went away. We are Californians once again. Sunny and smilin. Thanks for your help, once again, John.
