2K4 configured vs connected - urgent tks

Hi All
 
I have a very pressing issue with SBS2K3 ISA2K4.  I have been trying to set up a VPN between remote site and head office for the last couple of months.  One w/s can connect perfect, introduce a second w/s and the first FWC goes offline. Why?  I am using DHCP relay and each machine is getting own IP addy.  Sometimes I will have two machine working perfectly for about 6 hours doing video streaming etc and brilliant.  All of a sudden the one go down. I have manually drop connection, reconnect and then FWC comes back online BUT in a "configured" state not "connected"!  The client is also having problem downloading stuff on one w/s in the head office.  He now tells me there is no green arrow on the icon so it's in configured state.
 
How do I sort this out without removing ISA?  If I do remove ISA, what effect will it have on the VPN connections?  Can I disable ISA to test and if so, how?
