2 Branch Offices, 1 Main Office - All with Domain Controllers - How to route between branch offices?

We have an issue with the following setup, whereby the 2 branch offices can't contact each other. I've tried creating Routes and associates Rules, but they don't work. Any ideas about the approach we should take would be great.

Main Office (10.0.0.0-10.0.255.255)
Branch Office 1 (172.16.8.1-172.16.15.255)
Branch Office 2 (172.16.16.1-172.16.23.255)

Branch Office 1 <--site to site VPN--> Main Office
Branch Office 2 <--site to site VPN--> Main Office

There's no routes between Branch Office 1 and Branch Office 2, but both have Domain Controllers which are required replication between each other.

Do we create a site-to-site VPN between Branch Office 1 and Branch Office 2?
Or take another approach?

Hi Paul,
You can use a VPN hub-and-spoke arhitecture or a VPN partial mesh one.
