I have a similiar issue as sduffy, but mine is a little different, so maybe one answer may correct both issues for us.
I have two ISA 2004 servers, one strictly for VPN access for our remote users via DSL, and one that is here at our main building that everyone goues through for i-net.
The issue i'm having is that the vpn clients do get out to the internet when they are connected to the vpn, but are not affected by our url filter appliance. I've also created the blacklist url list filter found here http://www.isaserver.org/articles/2004firewallblocklist.html    and placed it on both ISA servers. When I put that rule on the main server it does work for the internal users, but not the VPN users. it seems that nothing I do prevents the vpn users from hitting any undesireable site. It is active on the VPN server, but it appears it does nothing. I would like all users, regardless whether they are internal or VPN users to be forced out through the main firewall. ( currently all users do go out the main firewall except the VPN users.)
Any suggestions?

Have you tired to monitor your VPN clients, if they using web\http ports from  your VPN Server?

I have, and they are. so how do i force them to use the other ISA server, and not the one they're coming in on?
