2 network cards in same ISA server

We have an ISA 2000 server that we are using for two differnet VPN connections. We have installed two different Gig ethernet cards, both configured on the same subnet, 172.16.0.x. One card is connected to a Nortel box; one is connected to a Cisco box.

I can't seem to have both cards enabled at the same time. In order for one to function, I have to disable the other. Should these cards be on different subnets, ie on one 172.16.0.x and one on 172.16.1.x? Or is it OK to have two different network cards on the same subnet?

Also, although both ethernet cards are Gig cards, neither will connect above 100 MB.
