Here is my situation:
I have a test environment set up. A Win2k3 server running ISA Server 2004 Beta 2. Behind it is an XP box hosting a website. The Win2k3's ip's are 192.168.0.1 (internal), and 10.0.0.1 (external). When I try to access the website I get a 403 error. I have setup the rules that I need to , and I followed a walkthrough exactly. I'm not sure what is going wrong. The log shows that the destination IP of the request is 0.0.0.0. Did I not set up something with interfaces?
Any help would be greatly appreciated.

Hi Tom, Thanks for the response.
Well, it ended up that after I deleted the rule, and created another one that was exactly the same, it all worked. I dunno, one of those "reboot it, always worked for me" things.
