I've got some more info for you, but figured I'd put it in the forum where it belongs.

LOCALLY, I never get the dreaded error 403 denied message from my workstation and I can surf the web fine.

It dawned on me today that I only see the error (and it is occasional) when I'm using RDP to get to my workstation and surf.  For example, I use RDP to get back to the office to check certain websites that are blocked here at the client site (yeah, yeah, I know).  Using RDP, ISA records the HTTP attempt as "anonymous" and denies the connection.
