Bandwidth Problem

We are running ISA Server 2000 and just increased our internet bandwidth from a T1 to a 10MB synchronous EIS.  The problem is that we are seeing little or no increase in speed and performance.  We are getting at best 3MB download/upload speeds.  When we bypass the ISA server, we see around 9MB down/up.  I have set the external and internal NICs on the ISA box at 100Mb speed/full duplex.

Does ISA Server throttle bandwidth?  What else should I be looking at here?  Thanks for the help.

Interesting scenario.
I recently had a client with simialr issues where a client direct conencted to their DSL got better performance their thru their ISA machine.
In this instance, whilst we didn't "fix" the problem, we did discover that even with ISA services all disabled the physical machine that ISA was installed on still got the same 'slow performance' which ruled out ISA being the culprit in this case so started looking at the physical NIC, cabling, network switch port, drivers etc etc.

That being said, absolutely if the ISA box is "underpowered" for the demand placed upon it then it could cause an apparent degredation in speed. Imagine things like SSL encryption/decryption, VPN endpoints (crypt/decrypt) and general server load all having an impact. However,a  "recent" box like a DUO CPU with decent amount of RAM should not suffer this. Check out performance monitor to see if there's a bottleneck within the machine.
