Branch office network with site to site vpn

Hi
 
I have Active directory network configured and ISA server 2004 Standard edition to share internet and firewall activity with Broadband internet connection with 256kbps speed. So I have 3 branch office in different city I want to connect them and allow to access active directory user and network.
 
So using site-to-site VPN is it possible, so for I have to buy any firewall or and high speed internet connection with public IP address. And I have to setup active directory environment at branch office please guide me
