Can't access FTP server on corporate network over VPN

I am pulling my hair out with this issue. I have recently moved my company's AS400 to a datacenter and the AS400 connects back to the corporate office over an ipsec site to site vpn....the corporate office has an ISA 2006 server. The problems is now that the AS400 is no longer in the corporate office it can't write to the FTP server that is on the corporate network. I found that if I turn off the FTP Access Filter then the AS400 can't write to the FTP server without issue; however, with the FTP Access Filter turned off External users can't connect to the FTP server.

Will someone please tell me what I am missing here? Why would the AS400 not be able to connect now that it is access the corporate network over the VPN?
