Can't publish using multiple IP address

I'm using ISA2006 with 2 NIC (external and Internal). The external NIC has multiple IP addresses (196.40.x.1 to 196.40.x.10). 

The web and server publishing rules works fine for 196.40.x.1 but for 196.40.x.2 and 3 and all other IP addresses does not work.  I've created a web listener for each and every IP.

196.40.x.1 is the default IP for the external NIC.

How do I web and server publish using all the other IP addresses?

what the conf of ISA´s NICs? What´s the error log for the other publishing rules?

Are all the required IP addresses bound to the external NIC? Do an IPConfig and verify that the additional IP addresses show up under the External NIC's list. If they're not there, add them to the TCPIP properties / Advanced tab for that NIC.

Yes, all IPs are bound to the external NIC.

The log just says initiating the connection but 0 byte sent and 0 byte received then the connection is closed.

I have HTTP and Terminal Service (Port 3389) access to 196.xx.xx.30 which is the default IP on the external network card but I can not access any other IP address on the external network card.

Please help.
