ISA Server 2006EE (2 nodes) going through PowerLink Pro100 and 4 WAN
circuits. Lately, a Florida state website is unusable to us. And the State
of Florida IT guys are...well...like every state employee.

Whenever we try it we get the message:
Error code:504 Proxy timeout. The connection timed out. (10060)

Even if I grant the IP address of the PC Internet access, uncheck the
browser's proxy settings (to hit the firewall and bypass the proxy), it'll
surf fine until I try that site and then - I'll get the generic "Page cannot
be displayed" error. Seems like my ISA really hates this site.
Outside ISA, same circuits, no problems.

1) Can someone with ISA go to http://www.myflorida.com/accessflorida/ and
click on the link that says Apply for Food Stamps, Temporary Cash
Assistance, or Medicaid?

If it works for you - any ideas? The logging hasn't revealed anything to me
other than the failed connection on port 443 to 207.156.62.28 with the error
code being 10060.

The one alarming thing is that if I traceroute to that address, it always
ends up with a reply from 10.66.19.226 - Destination net unreachable. Why is
a private, non routeable address responding to a public traceroute?
