I can connect the first client computer from the external network to the internal network with no problems, but once a second client tries to connect it fails. If the first client disconnects, we wait a couple of minutes (apparently for the session to clear), then try to connect another computer it works fine but all the other clients are still locked out. The office is tired of asking "Can I use the VPN?" with each other. What do I have configured wrong? I am a generally newby with ISA, but not with other technologies. 

I have a SBS2003R2 with ISA2004 installed behind an Actiontec DSL Modem. The server is in the DMZ and I have all ports (UDP and TCP) and GRE forwarded to the server. The server has twin nics, the internal network is 192.168.x.x and the external is a 10.10.x.x static IP connected to the DSL.

The ISP is Qwest on both ends. 

The clients are (almost) all in one office behind another Actiontec DSL Modem. A few of the clients are travelers who connect from various locations and the problem follows them as well. This leads me to believe that the problem is with the Modem or the ISA and not the remote systems or routers.

I spoke to Actiontec and they had not heard of this type of problem before and they checked the Modem config and found no errors, they did tell me that thier modems are limited to 4 VPN passthrough sessions at a time.

I checked what little I know of the ISA configuration and it looks ok to me. It does show a limit of 15 concurrent connections.

So what other info can I give you? Any Ideas?
