I have the following configuration: -ISA server 2004 standart edition, SP3, Windows server 2003 SP2. Single Network Adapter. I tried to make a Secure web publish rule, doing SSL-HTTP bridging. For the first test I enabled only http listener (http), on port 80 and works fine (I did a telnet localhost on port 80 and works, after I did a test from Internet and work too). When I enable the SSL listener (select a valid certificate on port 443) and I try to apply the policy I received a error message: "The configuration changes were saved to storage, but at least one service failed to load these changes. The event log may include additional information on possible reasons for failure." The telnet localhost on port 443 doesn't work (https web listener is down) and it's impossible to access the site from internet using http or https. Any idea what's happening ??

Hi, i will try to help, someone may advise you better! It sounds like some other service is using those ports, is the websites located on the same server as the ISA? A usful util i use to determine what ports are listening or not is portqry.exe. Try running this to help troubleshoot what has hold of the ports. Try using the ISA monitoring to check that your desired rules are actually being used when you try and access the website, if not then neither Listener http or https is running. If thats the case the usual suspect is IIS. Does the event log mention anything? Let us know if any other services are running on ISA etc.

Hi LITTLEHOUGHTON, thanks for the response I was checked with netstat -nr, but didn't have a listener in this port (443). I did another test, changing the SSL port listener but I receive the same error message. I think that, when I enable the SSL listener it's impossible to apply the firewall rule, then the listener don't start. Very stranger.
