Cisco VPN Client Access Policy

Greating Tom...
Hello Friends,
I have a situation as the following:
I have ISA 2004 SP3
I created access rule to allow All outbound traffic for the CEO; he is using Cisco Firewall client to connect him to another network using Cisco PIX firewall. When he tried to connect the Cisco VPN Client the connection could not be established..

Please help

What do you mean by "using Cisco PIX Firewall"?

Where does the ISA fit in?

Thank you for your reply...

The other network using Cisco PIX to accept VPN connection.
My CEO needs to connect to this network and he have account to connect this network using Cisco VPN Client.

Only SecureNAT Clients can make outbound VPN Connections.
The Cisco VPN Client only futher complicates things,...I don't know what its "requirements" are.
