Citrix - can't connect to outside server

I am running ISA Server 2000 on Windows 2000 Server running Small Business Server 2000.  I am trying to connect to an outside Citrix server hosting my application and can't get to them.
I have created packet filters for ports 1494 and 2598 for both directions.  I can telnet to an outside address on port 1494 if the Firewall service is running.  If I temporarity stop the Firewall service to test the connection, I can no longer telnet on port 1494 and still cannot connect to the Citrix server. (There is no Citrix Metaframe server configured on the specified address.)  Doesn't stopping the service actually open the firewall with no restrictions?
I have searched the forums and articles for my situation and haven't found anything.
Any help would be greatly appreciated.
