Looking at the ISA Server pricing on the MS site. I see a line item for client licensing, but no details on which clients these might be. Do I need licenses for the firewall clients?

ISA server is licensed per processor only (on the server). Client access licenses are not needed.

Thanks for the info, but now I'm a little more confused.

Since I posted the question I called Microsoft sales, and they said I did need a client license. Gave me pricing for the clients and software assurance on the clients! Of course it's a big company with lots of products, but...?

Maybe they're referring to Small Business Server, which includes ISA Server 2000 and requires CALs.
