Finally after many many hours of testing and trying and moinitoring ports I have managed to run C&C ZERO HOUR
behind my ISA 2004 server.
Before I had to connect the internet cable directly into my computer with Zone Alarm in order to run the game.

Step 1. Create the following Protocol definitions (No. 1-7):

Prot 1. Name: "6667 TCP [outbound]"
Primary Connection Port Number: 6667
Protocol Type: TCP
Direction: Otbound
Secondary Connection NO

Prot 2. Name: "28910 TCP [outbound]"
Primary Connection Port Number: 28910
Protocol Type: TCP
Direction: Otbound
Secondary Connection NO

Prot 3. Name: "29900 TCP [outbound]"
Primary Connection Port Number: 29900
Protocol Type: TCP
Direction: Otbound
Secondary Connection NO

Prot 4. Name: "29920 TCP [outbound]"
Primary Connection Port Number: 29920
Protocol Type: TCP
Direction: Otbound
Secondary Connection NO

Prot 5. Name: "4321 UDP [send receive]"
Primary Connection Port Number: 4321
Protocol Type: UDP
Direction: Send Receive
Secondary Connection NO

Prot 6. Name: "27900 UDP [send receive]"
Primary Connection Port Number: 27900
Protocol Type: UDP
Direction: Send Receive
Secondary Connection NO

Prot 7. Name: "27901 UDP [send receive]"
Primary Connection Port Number: 27901
Protocol Type: UDP
Direction: Send Receive
Secondary Connection Port number: 27901-27999
Direction: Receive

Step 2. Create the following Access Rule:

Name: Zero Hour Game Common Ports OUT
Action: Allow
Select and add the protocols made above (No. 1-7)
From Sources: Internal
Destination: External

Step 3. Create the following Protocol definition (No. 8):

Prot 8. Name: "Zero Hour Game to Computer 1"
Primary Connection Port Number: 27901
Protocol Type: UDP
Direction: Send Receive
Primary Connection Port Range: 27901
Protocol Type: TCP
Direction: Inbound
Secondary Connection Port Range: 27901-27919
Direction: Send

Step 4. Create the following Server Publishing Rule:

Name: Zero Hour Game Port Forward to Computer 1
Server IP: Enter the IP address of the (1st) computer running Zero Hour
Select and add the protocols made above (No. 8)
From Sources: External

Step 5. In the Zero Hour Game Option, In the Firewall Port Override field enter: 27901

Firewall Proxy Client Required: NO

- Done ! , Enjoy the game! -

*If you are running more than 1 Computer Running Zero Hour behind your ISA Server
just remake step 3 and 4 and name it "...computer 2, Computer 3..."

Example Computer 2 running Zero Hour:

Step 3. Create the following Protocol definition (No. 9):

Prot 8. Name: "Zero Hour Game to Computer 2"
Primary Connection Port Number: 27920
Protocol Type: UDP
Direction: Send Receive
Primary Connection Port Range: 27920
Protocol Type: TCP
Direction: Inbound
Secondary Connection Port Range: 27920-27939
Direction: Send

Step 4. Create the following Server Publishing Rule:

Name: Zero Hour Game Port Forward to Computer 2
Server IP: Enter the IP address of the (2nd) computer running Zero Hour
Select and add the protocols made above (No. 9)
From Sources: External

Step 5. In the Zero Hour Game Option, In the Firewall Port Override field enter: 27920
