I've configure ISA 2000 as a proxy server & allowed all outgoing request..Users are not able to access cpanel on the one of our domain. Help me accessing https://www.sizainternational.com:8443 behind ISA.

Being unable to access cpanel admin pages is a result of those pages often being secured with an SSL certificate and ISA server not allowing access to HTTPS/SSL sites NOT on the standard port 443.
Port 8443 is therefore not the "standard" SSL port and hecne is being denied by ISA.
