Default cache rule vs. defined cache rule

I have very odd problem with our ISA2004 server. I have an web application published on sever with defined "no cache" rule (No object ever cached, no FTP, no HTTP, no SSL,  advanced tab setting is - don't cache anything with size larger then 1KB). I have also defined default caching rule that state next: 60 min max duration for object to stay in cache, at mark 30 min object within cache getting mark expired.
Now is the problem: application is web interface serving sole purpose to retrieve different reports from SQL server. First request for report always serves as expected trough Internet (normal). Once client trying to make second request - request not routed to internet instead ISA2004 trying to find object within cache, nothing found obviously (cache 0 - in the log file) and net result returning to client table from previous request. In about 30 min later clients able serve thier second request.
So question: is it possible that default cache rule anyhow supersed no-cache rule and blocking users from routing second request trough internet?
