Difference between Exchange RPC filter and just RPC Filter

Ok so here is our issue.  Our ISA 2006 Server sets on top of VMWare so microsoft told us to buzz off.  (that's a whole issue in itself).  However the unique combo of exchange 2007, with outlook 2007 will not allow people to connect via RPC.  If the client is 2003 connecting to 2007 server No problem, 2007 outlook to 2000 server again no problem.  It's just the 07 with 07 that it won't work.   We have prob put 40 hours into the problem with no success.  

For years we have used RPC exchange publishing and we have tried to get RPC over https and that seems like an nightmare.  The only thing that we have got to work is to change the filter to RPC (all interfaces) instead of Exchange RPC filter?  What are differences between the two filter types? 

As a side note does anyone know if 07 outlook with 07 exchange connect to RPC differently?
