I have two very distinct sets of access required through the proxy server for outbound web traffic.

1.  Only members of a certain AD security group should be allowed access.  Seems simple enough to configure in an access rule that has a defined user set that contains this group.

2.  There are some machines that should be allowed outbound proxy access without the need for authentication.

I didn't see a straightforward way to combine these into a single access rule.  What I have now are two rules.  The first which allows web protocols from the computer set "Authorized Machines" to External with the condition of "All Users".  The second rule allows web protocols from Internal to External with the group named in the condition.

This seems to work like I want, but is there a better way to accomplish this?
