Enabling firewall ports 1024 and above

Status: offline 		Hi,

Is there a way from ISA Server 2004 to enable (not open) firewall ports 1024 and above to allow for outbound ftp over ssl? for an Ipswicth WS_FTP pro client.

I'm not realy sure how to go about enabling firewall ports.  What would be the risk involved by enabling but not opening such ports? would this leave us open to more potential attacks?
