Every new VPN connection = new ip address ?

Hello,
When I connect, disconnect, reconnect to our ISA, every connection assigns a new ip address.  Not sure what implications will arise when we open it up to the faculty to start using it.  Will addresses be reused once it climbs to the end of the address range?
Or is there a way to re-use the same ip from a given machine and give a 3 day timeout on address like dhcp does?
