FTP - cannot upload files

We have ISA2004 on WIN2003 server
Our workstations can establish connection to the ftp server, can download files , but cannot upload files.
I check permissions on iis and and its looks ok ( also with my administrative user i cannot upload files).
If bypass the isa server and i try to upload files it works fine.

Install FWC on client if not installed yet and remove Read-Only mark from FTP Filtering from your access rule.

1. what do you mean by fwc client. Where can I get it
2. I coudln't find any read only mark in ftp filtering in my access rule

First of all make sure you have installed ISA in Integrated mode. Then install Firewall Client on each client i.e //yourserver/mspclnt/setup.exe
Web Proxy client can't upload through ftp.

Right click on your access rule and click FTP Filtering and uncheck the Read_Only Check.
Read_Only only allow users to download only throught ftp not upload.

Is your ISA server version 2000 OR 2004 because we cannot find this option in version 2004?
