FTP Problem

This is very challanging to our IT department, so i'm posting this question for everyone. We have got a server running behind ISA2006, the webproxy for Internet is working fine, I can ping external website and I can ftp into some ftp servers (e.g. ftp.sco.com). There's one application on this server we've to deal with, it talks to an external server via non-default ftp port (incoming 15554, and outgoing 15555). For testing purpose, I opened up everything (including all networks and protocols) on ISA, and on the ISA2006 server itself I can CLI ftp to this external ftp server:15555 and able to (LS) list the directory. When i do the same on the application server, I can CLI ftp into the external ftp server:15555, however when i try LS, it just sits there for a while and then cut off the connection by itself. I tried to do a server publishing for this server but still no luck (unless i didn't setup properly), tried to trace the problem from the log. it looks like when i do this ftp on the application server, the external server can't ftp back on port 15554 (i defined both 15555 & 15554 TCP protocol in ISA). If i ftp from ISA, i can see the external server connected back to the ISA no probelm (it's on ISA ext. port 15554, dymanic local port XXXX). We can't workaround our head, so we tested other firewall programs e.g. Untangle, PFSense ... etc. all these linux firewall, but none of them work, got similar problem. What's the problem??
