FTP in Perimeter Publishing Problems

Status: offline 		I have an ISA 2006 server in a 3 Leg setup. I have a Web server in the Perimeter Publishing a couple of website with no problems for the last while. I now need to add an FTP server to the IIS box. I added the FTP service on port 21 and configured a Non Server Publishing Rule but no clients from External can access. Internal clients can connect fine. In the logs  I can see the attempt but the status is Denied Connection. The Perimeter to External is being Routed. IIS has socket pooling disabled.

Does anyone know what might be causing this?

are you using the FTP filter? Is your FTP server using public IP address?
