FWC Client <> Winsock

At work i have this problem.

Isa Server 2004 + Service Pack 3
Client computer with Intel DG33TL Motherboard and Intel C2D e6750

On the client Windows XP + SP2 is installed and also the firewall client (version 4.0 build 4.0.3442.654).
I installed an application that uses a network dongle to obtain a license.

When i launch the application everything works. I can use the application with no problems at all. When i try to close it, the program freezes.

If i uninstall the firewall client everything is ok. Then i found a solution to run the command "netsh winsock reset catalog" and that fixed my problem. But later i discovered that i couldn't access the internet anymore and the firewall client reported : Firewall client is not installed properly.
Through the web proxy i can access the Internet but i really want to make use of the firewall client.

When i repair the firewall client i get the same problem again.

At the moment i can't get to make the firewall client and the application work together. Anybody a suggestion to make this work?

I installed the dependency walker (depends.exe) started the program selected
the application that causes trouble and started a profile.
The application runs and shows a lot of DLL files that are loaded.
Below i typed some of the DLL's that are loaded before the firewall client
and after the firewall client.


Scenario 1 (when the application freezes when i hit the Quit button and
firewall client installed)

C:\windows\system32\WSOCK32.DLL
C:\windows\system32\WS2_32.DLL
C:\windows\system32\WS2HELP.DLL
C:\program files\microsoft firewall client 2004\FWCWSP.DLL
C:\windows\system32\MSWSOCK.DLL
C:\windows\system32\HNETCFG.DLL
C:\windows\system32\WSHTCPIP.DLL
C:\windows\system32\DNSAPI.DLL


Scenario 2 (i run the command "netsh winsock reset catalog" and rebooted the
computer)
I get an yellow exclamation mark at the firewall client, when i launch the
program and hit the Quit button the program closes succesfully

C:\windows\system32\WSOCK32.DLL
C:\windows\system32\WS2_32.DLL
C:\windows\system32\WS2HELP.DLL
C:\windows\system32\MSWSOCK.DLL
C:\windows\system32\HNETCFG.DLL
C:\windows\system32\WSHTCPIP.DLL
C:\program files\microsoft firewall client 2004\FWCWSP.DLL
C:\windows\system32\DNSAPI.DLL


I notice when i run the command "netsh winsock reset catalog" that the
MSWSOCK.DLL is loaded before the FWCWSP.DLL and when i'm having trouble the
FWCWSP.DLL is loaded before the MSWSOCK.DLL

Is there a solution to make the MSWSOCK.DLL is always first loaded?
