Firewall not restricting access to destination set

Hello,

I am running SBS2003. I have created a destination set with sites a group of employees are allowed to get to (all other site requests should be denied). I have also created a site rule that is enabled, applies to all destinations except selected set and I have selected the above described destination set in the drop down, schedule is always, action is denied and I have selected the Active directory global security group that the users accounts are a member of.

The employees can still get to any site. I created a test rule using my account instead of the group and a new test destination set and I was still able to access all internet sites.

I can however restrict access to sites by choosing "any request" on the applies to tab.

Can someone point me in the right direction?
