A user at my company would like to connect to IRC servers for business purposes. I really don't want to open up outgoing/incoming firewall IRC ports for him or all users in the company. Does ISA have any type of IRC Proxy that would make this more secure?

I think I'm yet to see an IRC server anywhere that could be justified "for business purposes".
Sure some use ISP's/hosting companies IRC as their support mechanism but for the average user???
You could always just create a protocol/&rule for a single port and grant it to the user so they have IRC access if that port is used but this wouldn't natively allow DCC transfers etc as that is what can get tricky with changing ports etc...
