Prior to upgrading to ISA 2004, ISA 2000 would average 63% cache hit ratio for the Web Proxy. With ISA 2004 it is now averaging 35%. Is this due to the fact that active caching is no longer in the product or is there some configuration that needs to be made to optimize the cache?

Very likely could be the lack of active caching.

I have also noted a drop in the cache hit ratio I counter this by setting up my own manual rules to the most hit sites just be carefull not to cache to many links down or your bandwidth will get minced up.
