ISA 2006 with two Exchange back-end servers

I have ISA 2006 publishing one of my Exchange 2003 back-end servers successfully, thanks to the wealth of information I have found on this site.

My Exchange environment consists of two back-end servers (call them ServerA and ServerB) and NO front-end.  ISA publishes the ServerA website, but when a user whose mailbox is on ServerB connects to the ISA site that user is prompted again to enter their login credentials.  I've duplicated the IIS site settings from ServerA to ServerB and restarted IIS.

Does anyone have any suggestions as to how to resolve this issue, or even if a resolution may be possible?  My company is hesitant to spend the additional money on a front-end server, so I would like to avoid that expense if possible.
