ISA Server Cache Problem /Cache Folder Limit Exceeded ?No Connectivity

Hi Dear Users
                   Me facing an issue with Cache folder . Server is confugured with Cache on a seperate Drive with a size limit set to a maximum ,of 34 GB and the drive Size has only a maximum capacity of 34 GB .Now the URL Cache  reached its limit of 34 gb and there is only few MB remaining free in the Drive .
Me deleted the .cdat file in the Cache folder manually after stopping the services
but the .cdat file showing in the folder after restarting the service
Now i am facing the below  issues
1) Slow Connectivity .
2) On the Connectivity Verifier The Web Connection showing No webconnection with a Red Cross
3) Log size  showing exceeded the Limit .

Currently if addding any new more clients routing through ISA , it is routing through
Secure NAT ,and getting fully siteaccess to outside .

How can I solve this issue ?
