Inbound Transmission Not Working

I have enabled the H.323 service so that a hearing-impaired employee can access a sign language translator service via the web. Unfortunately, I've mis-configured it as the translator can see her but she can't see the translator.

I read the article Basic NetMeeting and ISA Server H.323 Gatekeeper Configuration. It shows how to create an Outbound rule. Do I need to create one for Inbound communications as well? Any ideas as to what could be causing this problem.
