We would like to block Internet access when ISA is unavailable or bypassed. Currently we can remove the Internet Proxy Settings (which point at our ISA server) and users can access the Internet. The server is setup as a single NIC, web-caching only server. I have been through all the settings I know of (new to ISA) but still cannot find where to disable it if ISA is unavailable. Any suggestions would be greatly appreciated.

Then why not start using a 2 NIC ISA Server, in this way, you users wont have any way to bypass ur ISA !

I assume (know I shouldn't) you have a separate firewall in place? I think this becomes a firewall issue at this point - you should have a rule that allows web traffic only from the ISA server, and nothing else. That will preclude your users bypassing the proxy.
