Multiple VPN connections from one location

Status: offline 		We seem to run into issues when multiple connections from one location are attempted. Typically the first connection is allowed, but the second is not. I beleive that it is the fault of the router at the remote location, but would like to confirm that. Can anyone offer an explanation as to why this happens?

Our VPN terminates on SBS2003.

- Multiple L2TP/IPsec VPN clients behind a NAT device 
- Multiple PPTP VPN clients behind a NAT device
