NLB-cluster as firewal: PPTP to outside server problem

Hi guys!
There is a NLB-cluster based on 2 ISA-2004 in integrated mode configured as firewall (permit all). There are PPTP clients resided in internal network. They are trying to connect to server located in internet. But connection establishing is not stable.
For example:
client 1 (internal network A, than change to B, C and D) establishes connection from all of internal networks
client 2 establishes only from networks A and B
client 3 (couldn't establish connection from any inside networks to the same pptp server.
If I shut down one node of cluster, connection established successfully by all clients from any networks.

Please, does anybody know how to fix this issue?
