NLB ISA 2006 site-to-site VPN Problem

Hi all,

We've found a funny problem and would like to know if anyone exprienced the same problem:

ISA 2006 NLB site-to-site VPN problem
 
Current Environment.

Head Office
Two ISA 2006 enterprise servers connected to the Head office LAN and to the Internet. An CSS server and domain controller running at the Head office LAN. Both the External and Internal Network cards are NLB through the ISA 2006 management Console. An Site-to-site VPN is setup to the branch office.
Branch Office
One ISA 2006 standard server is connected to the branch office LAN and to the internet. All the branch office resources are located at head office. An Site-to-site VPN is setup to the head office.
Problem experienced
1.       Internet Link goes down all servers are still running
2.       Internet link is back up
3.       Branch office tries to establish the connection to head office. The wrong owner  of the site-to-site VPN at Head Office answers and the connection fails with “couldn’t connect as the interface is disabled”
Work around to the problem
1.       Connect to the head office owner of the site-to-site VPN and establish the connection through routing and remote access. The connection works
VPN Clients
During the connection problem at the branch office an client could still do an normal VPN connection to the head office NLB ISA servers. With no problem.

Hi Alan,

I haven't seen this problem but I'll keep my eyes open for it.
