u can create a Computer Set and include it in all the IPs u need to block , u can do this also in URL set.
and then create a Deny rule and inculde this Computer Set or URL set in it.

There must be a way. For example, when I used Kerio Winroute Firewall, there was such a filtering. Disable IP browsing. So there are firewalls that are capable of doind that kind of surf block, which is very efficing for smart ass users on the net :)

Now in ISA there is no particular rule to do that, I was looking for some walkaround to accomplish that task. So it all comes to DNS resolving yes, but how to block DNS resolving only when IP is entered as an url? Or ofcourse, maybe there is another way. I don't know, that's why I am asking for help, thoughts, anything that could lead to the solution.

well comparing Kerio to ISA:

Kerio has Built-in Antivirus  , which does not

Kerio has a check box to block all P2P traffic , which ISA does not

if u had a chance to know how to block surfing by IP i would like also to know how . Good luck
