OWA Publishing - Error 10061

I have got 2 DCs (SBS_WORK and SBS_TEST) built on SBS2003 Premium with the latest SP.
The network SBS_WORK  was originally build in 2003 and later all SP were applied. ISA server was changed from 2000 to 2004 during transition time.
Certificate for OWA is: outlook.MyCompany.com.

The network SBS_TEST was build two weeks ago without ISA 2000 with all SP from Microsoft. During the last stage ISA2004 (standalone edition) was directly installed on system.
Certificate for OWA is: owa.MyCompany.com.

Testing stage:
On both computer OWA Publishing Rule, OWA  SSL Listeners and relevant certificates were installed

I can access Exchange locally using http://localhost/exchange on both computers



Internet testing
From SBS_WORK I can successfully connect to Exchange located on SBS_TEST
Only for information, when FBA form is presented the URL address is:
https://owa.MyCompany.com/exchweb/bin/auth/owalogon.asp?url=https://owa.MyCompany.com/exchange&reason=0


From SBS_TEST
I can reach http://outlook.MyCompany.com located on SBS_WORK
During OWA testing I can reach stage when FBA form is presented with different URL:
https://outlook.MyCompany.com/CookieAuth.dll?GetLogon?url=%2Fexchange&reason=0

After entering username and password, it gave me the following error:
Error Code: 10061. Connection refused
………………

I did not find on internet any information which can fix my problem
Please provide some information how to fix my problem with OWA
Why there is different URL when FBA is activated on screen?

The other possible issue is that you have FBA enabled on the Exchange server and you are using FBA through ISA. FBA must be disabled on the Exchange server if you are publishing using FBA through ISA. This presents a problem for Internal client access when you disable FBA on the Exchange server because you don’t generally make access through the published ISA server and direct connect to the Exchange itself. An Exchange FE server would be the best solution but there are some possible work-a-rounds without using a FE server. Do an Internet search on configuring FBA and ISA and you should get plenty of hits on how to do so.
