Priority Queuing on Destination Address/URL ??

Hi Y'all

I am responsible for getting mission critical information out to clients via HTTPS from a central service.
Most of the clients (offices) use the ISA Server in a caching capacity - the problem is that the more that other users in the office browse the internet, the slower the service gets, sometimes to the extent that it becomes unusable.
The application is full of Java and therefore needs a fair amount of resources.
The best solution we have managed so far is to bypass the proxy completely for a specific destination URL (our head office) as this does tend to cut 4 to 5 seconds off the general connectivity. Not all remote office IT staff like doing this.

Is there any "Priority queuing" in the Caching server which would allow me to get traffic through without delay based on destination address/URL? Obviously the return data would have to get the same treatment.
