I have a test Small Business Server 2003 and have been trying to migrate the ISA server 2000 to 2004. I am using the isa2kexport.exe, but have been unable to get a 100% complete export with the following error.

"Unable to merge the user list of migrated Protocol rule and Site and content rule. Only the user list of Site and Content rule will be taken"

From reading the Migrating from Microsoft ISA 2000, I know that not all aspects from ISA 2000 will migrate over to 2004. Has anyone had 100% migration or can someone offer a suggestion on moving over to ISA 2004 using Small business server 2003.
