Had a problem today with no incoming email that took me a long time to solve. Perhaps I'm missing a subtlety of ISA somewhere, so I thought I'd throw this situation up and see if anyone else has heard of this.

As I said, we weren't getting any email coming in to our server. Internal mail and outgoing was fine. We have our Exchange 2003 server published through our ISA 2004 firewall. Running tests by doing a TELNET to port 25 all came back as "queued" as the final reply from the server. Our MX is published as the email gateway of our ISP, and they then send the email to our external IP of ISA server. Port 25 is published to our Exchange server and only they can access it.

The strange part is this: I could telnet to Exchange internally, so Exchange was working. I could also telnet from the ISA box either internally or to the external IP of the ISA. I also set up a monitor of all traffic on port 25 and it showed no declines.

Finally at a loss for anything else to do, I rebooted the firewall and all the external mail suddenly appeared.

The thing I don't understand, if the firewall was the problem, how come the emails were appearing as accepted? Wouldn't that mean they had to have reached our email server? I had rebooted the Exchange server earlier, so the only explanation I have is that the problem was the Exchange server, but it took so long to re-establish services that it only appeared that rebooting the ISA server fixed the problem.

Maybe some connection limits were hit and the connections were no longer accepted?
