I have a new Win2003 domain that I am adding a member server to run ISA 2006. The ISA server is using Win2003 Std Ed R2 with SP2.

When I run the install it fails with the message:
"Setup failed while creating the services configuration"

The ISA log has the following error entry:

I have been installing and using ISA 2004 & 2006 for quite a while and this is first time I have run into anything like this.

Any ideas would be appreciated.

You have to install ISA using an account which is (at least) a member of the
local administrators group.
Network operators cannot manage system services.

This is a domain member server. When you join a domain the domain admins group is made local admins on the member server.

I have tried this several ways. To include as a domain admins and logged on as a local administrator.

The same error occurs no matter what.

When I use Win2003 Enterprise Edt the problem does not occur
