Site-To-Site Connection Problem

Site "W" connects to site "M" with no problem.  Can access the remote ISA server as well as other machines at site "M".  Clients on the "Internal Network" at site "W" can not connect to anything at site M.

"Internal Network" clients at site "M" can not access anything at site "W".  Site "M" ISA box shows the on demand dial interface for the VPN as Not Available in the RAS MMC.  The Event Log shows:

"A Demand Dial connection to the remote interface Waterloo on port VPN6-99 was successfully initiated but failed to complete successfully because of the  following error: The modem (or other connecting device) has reported an error."
From a outside (external to both networks) I can sucessfully VPN to both ISA boxes using the user/pass used by the site-to-site connections.

Any help would be greatly apreciated.
