I have a Site-to-Site IPSec tunnel that won't come up
it is ISA 2006 Std over Win2k3 on my end and Cisco PIX on the other end
used this: http://www.microsoft.com/technet/isa/2004/plan/ipsecvpn.mspx
the VPN doesn't come up
checked the IPSec Monitor (as in that link) and found that Security Associations is empty. the policy I've created is showing on the generic Filter, Specific Filters and IKE Policies
ISA log show as if the packets go to the right place (correct rule and Network) but nothing work on this line: ping, tracert, telnet
the wierd thing is that both telnet and tracert show in the log (I see port 23 and 137) but ping doesn't show there at all!
