So far we have Access Rule in Firewall Policy called “Internet Access” – it allow to all users connect to internet from limited computers.
Now limited computer remains but we will have also limited users.
So I created new Access Rule “Internet Access - limited” which was same as previous and also I created new User group called “Prohibited” and paste to "Internet access – limited" as EXCLUDE. So users in that list cannot access internet. It seems to work correctly, but problem is that after those changes – connection to internet from standard users which have rights to internet is too slow. For example google.com is opening about 25 sec. next pages same. Administrators have normal connection. Do you have any idea what can cause this problem and how we can solve it?

Is definitely a delayed caused by ISA taking long time to authenticate the users

What king of clients are you using (Web proxy, Firewall clients)?
Is ISA member of the domain? Presuming that you have an internal domain

Yes, ISA is member of our domain - internal.
Users are created in Active Directory and add to group "Prohibited" in ISA by Windows Users and groups...

You mentioned in your first post that the “Administrators have normal connection”. What do you mean? The Administrators are not experiencing delays or what?
