Specific user gets 403 Forbidden

We have a SBS 2000 Server with ISA 2000.  We always use the "Create User" wizard in SBS to create our users.  We never have any problems with users having internet access with this approach until now.

I just added a user using the wizard.  They have access to all network resources except the internet.  They receive the stardard 403 error.  It doesn't matter which workstation they are on.  I have tried adding different security groups such as "Administrator" to their user profile to no avail.  Anyone ever run into this?

I tried deleting and recreating the user by copying a working user and that didn't resolved the issue either.  There are no errors in the Windows Event Log either.

This is the exact error in IE:

403 Forbidden - The ISA Server denies the specified Uniform Resource Locator (URL). (12202)
